Are the Non-Set gears not worth it?

I've been looking at builds online but from what I've found nobody actually uses the non set gears but instead look for a piece from another set. Is the stat boost from a set piece just not worth the extra special stat, are the extra stats just not compatible with anyone or do they just suck?

The 2nd from the left is good ... as a fodder to artifice your Intelligence stat, lol
