I'm currently authority level 31 and have all of the Basic AIC 1-3 stuff unlocked except for the Combat and Exploration tech. I can answer questions and send screenshots as needed. I don't have any specific goal. I just want to farm what'll be helpful to me right now—probably just stuff to get as many stock bills as possible. And gear.

Full factories won't work for you. Before you properly finish development of valley 4 you won't have enough mineral output to sustain those builds. You could try looking for modular blueprints which focus on one resource at a time, like a type of battery or a kind of component.
