Does anyone know how to get this picture?

Hi does anyone know how to get this picture for archive collecting purposes. I'm currently at 299 files and I've seen people reach 300. I've pinpointed that this is the missing file I need. I've learned that you can get it when the group chat fir the refugee camp chats about this topic. I haven't gotten that chat for some reason. Does anyone know how to trigger it or is it random? Any help is appreciated. Do tell if you have it on your account already it's on archives - findings - peculiar.
