Quest Order: Rossi's quest is before Wulfgard's chronologically

Rossi's quest can be completed before solving the crisis at the test site. Wulfgard's quest only unlocks after completing ALL quests in Valley IV. This explains the writing quality difference - Rossi's quest is designed to be experienced before Wulfgard's story events occur.
